Starting prices are the lowest paid plan, checked on each vendor's pricing page in October 2026. G2 ratings are shown only when we confirmed them.

Accounts payable software looks simple from the outside: get invoices in, get them approved, pay vendors, keep the books in sync. In practice the choice decides how many hours your team spends keying invoice data, how many approval emails get lost, what you pay for every ACH, check and wire, and whether year-end 1099s are a click or a week of spreadsheet work. Pick wrong and you either pay per-user fees for people who only approve a few bills a month, or you outgrow a simple bill pay app the first time you need purchase order matching or a second entity.

The market has also moved a lot in the last 18 months, so older "best AP software" lists are out of date:

  • Melio is now part of Xero. Xero completed its acquisition of Melio in October 2025. Melio still sells its own plans in the US and still syncs with QuickBooks, but its plans now include a six-month free Xero subscription offer, a sign of where the product is heading.
  • AvidXchange is now private. TPG and Corpay completed a take-private deal for AvidXchange in 2025. The product and the AvidPay network continue, sold through a sales-led, quote-based process.
  • Airbase is now part of Paylocity. Paylocity bought Airbase in 2024, and airbase.com now presents it as "Airbase, a Paylocity Company" and points buyers to "Paylocity for Finance", which bundles spend management with Paylocity's HR and payroll platform. The old Airbase pricing page now redirects to Paylocity. Because it is now sold as part of an HCM suite rather than as a standalone AP product, we left it out of this list. If you already run Paylocity payroll, ask your Paylocity rep about it.
  • AI agents are now the headline feature. BILL, Ramp, Tipalti, Stampli and AvidXchange all market AI that reads invoices, suggests GL codes and approvers, and matches invoices to purchase orders. The differences are in which plan unlocks those features and what each payment costs.

We also dropped one tool that often appears on these lists by mistake. Avalara is sales tax compliance software, not accounts payable software, so it does not belong in an AP comparison.

This guide compares six tools that real AP teams shortlist in 2026: Ramp, BILL, Tipalti, Melio, Stampli and AvidXchange. Every price, plan name and fee below comes from the vendors' own pricing and product pages as of October 2026. Prices are US list prices unless noted.

Ramp review

Overview. Ramp started as a corporate card and expense company and now sells a full finance platform, with Bill Pay as one of its core products. Ramp is a fintech, not a bank. Its pricing page names First Internet Bank of Indiana (Member FDIC) as the bank behind the Ramp Checking Account. For AP buyers, the key point is that Ramp Bill Pay is included on the free plan, with no monthly software fee.

Invoice capture and coding. Every plan includes AI-powered OCR invoice capture. Ramp's AP product page says its OCR captures line items with 99% accuracy (a vendor claim). On Plus, an AP agent auto-codes line items and recommends approvals, and Ramp runs automated fraud checks on bills.

Approvals. The free plan has approval rules and mobile approvals. Plus adds routing based on vendor, department, accounting field, payment type and more, plus payment release approvals, which separate "approve the invoice" from "release the money". That is a meaningful control for any team where the person who approves a bill should not be the person who pays it.

PO matching. Plus and Enterprise include three-way matching against imported purchase orders and item receipts. A separate Procurement add-on (for Plus or Enterprise) adds intake workflows, PO creation in Ramp and three-way matching against Ramp purchase orders.

Payments and fees. Ramp Bill Pay supports standard ACH, same-day ACH, Ramp card, check, and domestic and international wires in USD or foreign currencies. Published per-payment fees: standard ACH $0.59, standard check $1.99, same-day ACH $10, domestic wire $15, international SWIFT (USD) wire $20, overnight check delivery $20 and check attachments $1 per page. Ramp waives the fees for standard ACH, standard check, same-day ACH, domestic wires and SWIFT transfers when you pay from a Ramp Checking Account. Overnight checks and check attachments are still charged. Paying vendors in local currency and other global features are listed under Ramp's Global coverage, so confirm which plan your countries and currencies need.

1099s and tax forms. Every plan, including Free, offers 1099-NEC and 1099-MISC filing at $0.65 per IRS filing, with free state filing. Plus and Enterprise add W-8 uploads.

Accounting and ERP sync. Free includes QuickBooks Online and Xero. Plus adds NetSuite, Sage Intacct, Acumatica, Microsoft Dynamics 365 Business Central and more, along with multi-entity support. Enterprise adds Workday, Oracle Fusion Cloud and Microsoft Dynamics F&O.

Pricing. Free costs $0 per user per month. Plus costs $15 per user per month plus a platform fee based on team size (Ramp does not publish the platform fee), and annual billing saves 20%. Enterprise is custom with annual billing. You can trial Plus free for 30 days.

Pros

  • Strong AP automation (OCR, approvals, all payment methods, QuickBooks Online and Xero sync) on a $0 plan
  • Low published per-payment fees, and most are waived when paying from Ramp Checking
  • Three-way PO matching and payment release approvals on Plus, plus cheap 1099 filing on every plan
  • Cards, expenses, procurement and AP live in one system

Cons

  • The Plus platform fee is not published, so you need a quote to know your real cost
  • Three-way match, line-item auto-coding and batch payments need Plus
  • Best value depends on also using Ramp's card or checking account, which not every company wants

Who it is for. US companies from startups to mid-market that want modern AP automation without paying per invoice for software, especially those that also want cards and expense management. Who should skip it. Companies whose main need is paying a large network of international payees with tax withholding, where Tipalti is built for the job.

BILL review

Overview. BILL (formerly Bill.com) is the best-known bill pay product for US small businesses and their accountants. It sells two product lines: AP and AR on paid per-user plans, and BILL Spend and Expense (the former Divvy) at $0 per user per month. This review covers the AP side.

Invoice capture and coding. All plans include a centralized bills inbox and automatic W-9 collection and verification through BILL's W-9 Agent. Team and above add automatic AI multi-line bill coding through the Invoice Coding Agent.

Approvals. All plans include approval workflows and standard approval policies. Custom approval policies require Corporate or Enterprise. Corporate also gives discounted seats for approver-only users, which matters because BILL charges per user.

PO matching. Corporate includes procurement: purchase requests, purchase orders, tolerance rules, 2-way matching and unlimited free purchase requesters. Enterprise adds PO sync and automatic 2- and 3-way matching (features vary by accounting software).

Payments and fees. BILL publishes a detailed fee table. Paying from a bank account or BILL balance: ACH $0.59, check $1.99 (BILL mails it), virtual card free, international FX wire or local transfer free (exchange rate applies), international USD wire $19.99, instant payment 1.0% ($9.99 minimum, $100 maximum), Pay Faster ACH $11.99, and Pay Faster Check $14.99 (three-day), $19.99 (two-day) or $24.99 (overnight). Paying by credit or debit card costs 2.9%. Other fees include $25 to void a check and $50 for a failed ACH after the receiver is paid. BILL's international payments page says you can pay in more than 130 countries.

1099s. 1099 e-filing to the IRS costs $2.99 per form ($1.99 through the Accountant Console), direct state filing $1.49 per form and mail delivery to vendors $1.99 per form.

Accounting and ERP sync. Essentials only supports manual CSV import and export. Team and Corporate add automatic 2-way sync with QuickBooks Online, QuickBooks Pro, QuickBooks Premier and Xero. Enterprise adds QuickBooks Enterprise, Oracle NetSuite, Sage Intacct, Microsoft Dynamics and more, plus single sign-on, dual control, multi-entity accounting and API access.

Pricing. Essentials $49, Team $65 and Corporate $89 per user per month. Enterprise is custom. BILL says a free trial is available in most cases. Live chat and phone support are included on all plans.

Pros

  • Familiar to many accountants and bookkeepers, with an Accountant Console for firms
  • Clear, published plans and fee table
  • Free international FX wires when paying in local currency
  • Free Spend and Expense product if you also want cards

Cons

  • Per-user pricing adds up fast, and Essentials has no automatic accounting sync
  • Custom approval policies and PO matching only start at the $89 Corporate plan
  • NetSuite, Sage Intacct and Dynamics sync require custom-priced Enterprise

Who it is for. Small businesses and accounting firms on QuickBooks or Xero that want a proven bill pay workflow with few users. Who should skip it. Teams with many approvers or that need 3-way matching without an enterprise contract.

Tipalti review

Overview. Tipalti is an AP automation and global payouts platform built for finance teams that pay suppliers or payees in many countries. It sells two products: Tipalti Accounts Payable and Tipalti Mass Payments (for paying creators, sellers, affiliates and similar payee networks), plus add-on modules for Procurement, Expenses and Treasury.

Invoice capture and coding. Tipalti includes auto invoice capture and GL coding, and its AI scans invoices in any format (e-invoices, PDF, Word, Excel) across 146 languages. AI agents cover reporting, bill approvals, invoice scan, tax scan, ERP sync and PO matching.

Approvals. Tipalti lists approval workflows with AI support, and it charges no per-user or per-approver fees, so you can add every budget owner as an approver without changing your bill.

PO matching. 2- and 3-way PO matching is part of the core AP platform.

Supplier onboarding and tax. Suppliers onboard themselves through a branded portal in 27 languages. Tipalti collects W-9 and W-8 forms (W-8BEN, W-8BEN-E, W-8EXP, W-8IMY, W-8ECI, Form 8233), runs IRS TIN matching, calculates withholding, and prepares 1099 and 1042-S reports. It integrates with Zenwork's Tax1099.com to e-file 1099-MISC, 1099-NEC and 1042-S forms. It also validates tax IDs in 62 countries and screens payees against OFAC and AML lists.

Payments and FX. Tipalti pays in 200+ countries and territories using local rails, with ACH, wire, check, the Tipalti Card and other local methods, plus multiple currency accounts and FX management. Tipalti says it is regulated through money transmitter licenses in the US, Canada, UK and EU. Fees vary by payment method and destination and are not published.

Accounting and ERP sync. Native integrations include NetSuite, Sage Intacct, QuickBooks, Microsoft Dynamics and SAP, with more through the API. Multi-entity accounting with entity-level ERP integration is built in.

Pricing. Tipalti Accounts Payable starts at $99 per month, with unlimited users, a self-service supplier portal and core automation. Mass Payments starts at $249 per month. Both add transaction pricing (per invoice and per payment for AP), and the total depends on payment volume, number of legal entities, modules and payment methods. Standard implementation is included. Complex setups may need paid professional services. There is no free plan.

Pros

  • The most complete global payments and tax compliance toolkit in this list
  • Unlimited users and approvers, with no seat fees
  • 2- and 3-way PO matching and multi-entity support in the core product
  • Strong ERP integrations, including NetSuite, Sage Intacct and Microsoft Dynamics

Cons

  • Transaction fees and FX costs are not published, so you need a quote
  • No free plan, and the $99 starting price rises with volume and modules
  • More than a very small US-only business needs

Who it is for. Companies paying international suppliers or contractors, multi-entity finance teams on NetSuite, Sage Intacct or Dynamics, and businesses paying large payee networks. Who should skip it. Small US-only businesses paying a few dozen domestic bills a month.

Melio review

Overview. Melio is a bill pay platform for small businesses, now owned by Xero. It is simple, lets you pay almost any vendor by card, and has the most generous free tier for very small teams.

Invoice capture. All plans, including the free Go plan, include AI bill capture and a dedicated bills inbox. Core and above add bulk actions and batch payments.

Approvals. Core includes approval workflows, and Boost adds advanced approval routing based on vendor, amount or user.

PO matching. Melio does not list purchase order matching, so it is not the right tool if you need 2- or 3-way matching.

Payments and fees. From a bank account: ACH $0.50 (after your free monthly ACH payments), check $1.50, fast check $20, overnight check $50, instant bank transfer 1% ($75 maximum), same-day ACH 1% ($75 maximum), wire $10, and same-day wire 1% ($10 minimum, $75 maximum). Paying by credit or debit card costs 2.9%, with extra charges for faster delivery methods. Global payments by ACH cost $20 flat in USD, 1% ($30 minimum, $95 maximum) for fast USD, and conversion rates apply for local currency. Global payments by card cost 2.9% plus $20 (USD) or 2.9% plus $30 (fast USD). Vendors who choose a single-use virtual card pay nothing extra.

1099s. Core and above include contractor W-9 collection and 1099 automation that syncs with Tax1099 for e-filing.

Accounting sync. Go allows up to 10 QuickBooks or Xero syncs; Core and above get unlimited QuickBooks Online and Xero sync. Boost adds QuickBooks Desktop, and Unlimited adds NetSuite.

Pricing. Go is free for one user with 5 free ACH payments per month. Core costs $25 per month ($20 per month billed annually) with 20 free ACH payments, plus $10 per month per additional user ($8 billed annually). Boost costs $55 per month ($44 billed annually) with 50 free ACH payments, plus the same per-user charge. Unlimited costs $80 per month ($64 billed annually) with unlimited free ACH payments and unlimited users. Platinum is custom pricing for high-volume businesses. New accounts get the paid features free for the first 90 days, then drop to Go if they do not subscribe.

Pros

  • A real free plan, and low-cost paid plans with included free ACH payments
  • Pay vendors by card even when they do not accept cards
  • Unlimited plan includes unlimited users for $80 per month
  • QuickBooks Online, QuickBooks Desktop, Xero and NetSuite sync on the right plan

Cons

  • No purchase order matching
  • The free plan has only limited accounting sync (up to 10 syncs) and no approvals
  • Fast payment and card fees add up if you rely on them

Who it is for. Very small businesses and lean finance teams that pay a moderate number of domestic bills and want low software costs. Who should skip it. Teams that need PO matching, ERP-grade controls or multi-entity AP.

Stampli review

Overview. Stampli is an AP automation platform for mid-market finance teams that want to keep their existing ERP. Its signature idea is putting the conversation on the invoice itself, so approvers, AP staff and even vendors can discuss a bill in context. Its AI assistant, Billy, learns your coding and approval patterns.

Invoice capture and coding. Stampli includes fully automated invoice capture, flags duplicates, and suggests GL codes and approvers based on past actions.

Approvals. Approvals happen inside Stampli with built-in discussions, automatic reminders and a full audit log, and payment approvals are configured separately from invoice approvals to keep segregation of duties.

PO matching. Semi-automated 2- and 3-way matching is included, and full automation by Billy is available. Stampli Procurement adds purchase requests, PO creation in Stampli, PO export to your ERP and budget controls.

Payments. Stampli Direct Pay supports domestic check and ACH, global ACH and wire, and virtual cards. Stampli's pricing page lists Stampli Credit Card (virtual or physical cards) as free for Stampli customers. Stampli does not publish payment fees.

Accounting and ERP sync. Stampli lists connectors for Acumatica, Dealertrack DMS, Microsoft Dynamics 365 Business Central, Dynamics 365 Finance, Dynamics GP, Oracle Fusion Cloud ERP, Oracle NetSuite, Sage 100, Sage Intacct (including Construction), QuickBooks Desktop, QuickBooks Online, SAP ECC and SAP S/4HANA.

Pricing. Quote-based. The pricing page says the AP product includes unlimited entities or locations, unlimited vendors, PO matching, 12 pre-built reports and dashboards, and a dedicated customer success manager.

Pros

  • Invoice-level collaboration that approvers actually use
  • Unlimited entities and vendors in the AP package
  • Broad ERP coverage, including SAP and Oracle Fusion
  • Dedicated customer success manager

Cons

  • No published pricing or payment fees
  • Built for mid-market teams, so it is more than a small business needs
  • 1099 and tax form features are not described on the pages we checked, so ask during your demo

Who it is for. Mid-market AP teams with complex approvals across locations that want to keep their ERP as the system of record. Who should skip it. Small businesses that want transparent self-serve pricing.

AvidXchange review

Overview. AvidXchange is a long-running AP automation and payments company for mid-market businesses, now privately held after its 2025 take-private by TPG and Corpay. It is strongest in industries with specialized accounting systems, such as real estate, community association management, construction, healthcare, nonprofits and education.

Invoice capture and coding. AvidXchange combines AI extraction (it claims 99%+ accuracy) with expert indexers who review invoices when needed, so invoices arrive "approval-ready". Its AI learns and recognizes patterns over time.

Approvals and PO matching. An AI Approval Agent and an AI PO Matching Agent support approvals and line-item matching against purchase orders. Purchase Automation adds 2- and 3-way matching with tolerance rules you can set by supplier.

Payments. Suppliers in the AvidPay Network can choose virtual credit card, AvidPay Direct or mailed checks. AvidXchange is a licensed money transmitter in the US. It does not publish fees, and international payments are not a focus of its marketing.

Accounting and ERP sync. AvidXchange says it offers over 200 integrations, including Oracle NetSuite, QuickBooks, Microsoft, Sage, Acumatica, Blackbaud, MIP Fund Accounting, MRI, Rent Manager and Yardi, and recently announced a Workday integration.

Pricing. Quote-based through a demo.

Pros

  • Deep integrations with property management and fund accounting systems
  • AI capture backed by human review
  • Large supplier payment network
  • Purchase order automation with 2- or 3-way matching

Cons

  • No published pricing
  • US-focused, with little on international payments
  • Sales-led process with a longer path to a live account

Who it is for. Mid-market companies in real estate, construction, nonprofits and similar sectors that run Yardi, MRI, Rent Manager, Blackbaud or a similar system. Who should skip it. Small businesses and global companies paying many foreign suppliers.

Head-to-Head

Invoice capture and OCR

All six tools capture invoices automatically. Ramp and Melio include AI capture on their free plans. BILL includes a bills inbox on every plan but reserves AI multi-line coding for Team ($65 per user per month) and above. Tipalti stands out for language coverage (146 languages). AvidXchange is the only one that pairs AI with human indexers, which helps if your invoices are messy or handwritten.

Approval workflows

For basic routing, everyone is fine. For controls, look at three things: rule flexibility, separation of invoice approval from payment release, and the cost of adding approvers. Ramp Plus routes on vendor, department, accounting field and payment type and adds payment release approvals. Tipalti charges no per-user or per-approver fees at all. BILL charges per user but discounts approver-only seats on Corporate. Melio's Unlimited plan includes unlimited users.

PO matching

If you need 3-way matching, your shortlist is Ramp Plus, Tipalti, Stampli, AvidXchange and BILL Enterprise. BILL Corporate offers 2-way matching. Melio does not offer PO matching.

Payment methods and fees

Only Ramp, BILL and Melio publish per-payment fees. For a standard ACH payment from a bank account: Melio $0.50 (after its free monthly allowance), Ramp $0.59 (waived from Ramp Checking) and BILL $0.59. For a mailed check: Melio $1.50, Ramp $1.99 (waived from Ramp Checking) and BILL $1.99. For international payments, BILL's local-currency FX wires are free (the exchange rate applies) and USD wires cost $19.99. Ramp's SWIFT USD wire costs $20 (waived from Ramp Checking). Melio charges $20 flat for global ACH in USD. Tipalti covers the most countries (200+), but its fees come in a quote.

1099s and tax forms

Ramp has the cheapest published e-filing price at $0.65 per IRS form on every plan, with free state filing. BILL charges $2.99 per federal form and $1.49 per state form. Melio's paid plans sync with Tax1099 for e-filing. Tipalti goes furthest, with W-9 and W-8 collection, TIN matching, withholding and 1042-S support for foreign payees.

Accounting and ERP sync

For QuickBooks Online and Xero, Ramp Free, BILL Team and Melio Core all work. For NetSuite: Ramp Plus, Melio Unlimited, BILL Enterprise, Tipalti, Stampli and AvidXchange. For SAP or Oracle Fusion, look at Stampli, Tipalti (SAP) or Ramp Enterprise (Oracle Fusion). For Yardi, MRI or Blackbaud, AvidXchange is the specialist.

Pricing model

Ramp charges per user on Plus plus a platform fee, BILL charges per user on every plan, Melio charges a flat monthly price plus small per-user charges (none on Unlimited), and Tipalti charges a platform fee plus transaction fees with no user fees. Stampli and AvidXchange are quote-based.

How to Choose

Questions to answer first

  1. How many invoices do you process each month, and how many people approve them? Many approvers favor Tipalti (no user fees), Ramp or Melio Unlimited over per-seat BILL.
  2. Do you use purchase orders? If yes, rule out Melio and BILL below Corporate.
  3. Where are your vendors? Mostly domestic means any of these work. Many foreign suppliers or payees point to Tipalti.
  4. Which accounting system will you run in two years? Confirm the sync is on the plan you are pricing, not only on a higher tier.
  5. Who files your 1099s today? Per-form costs range from $0.65 (Ramp, any plan) to $2.99 (BILL), and of these tools only Tipalti advertises 1042-S support for foreign payees.

Red flags

  • A low subscription price paired with high per-payment fees you will use every week, such as fast checks or card payments.
  • Accounting sync locked to a plan above the one you are quoted.
  • Pricing that depends on an unpublished platform fee or transaction schedule, with no written quote.
  • Approval rules that cannot separate invoice approval from payment release.

What to test in a trial or demo

  • Forward 20 real invoices, including multi-line and messy ones, and check capture accuracy and GL coding.
  • Build your actual approval chain, including amount thresholds and an out-of-office approver.
  • Run a full payment cycle with ACH, check and (if needed) an international payment, and compare the fees charged with the published table.
  • Sync to your accounting system and check how bills, payments, vendors and classes or locations land.
  • Generate a test 1099 report and confirm vendor W-9 data flows through.

The Verdict

Ramp is our top pick for most AP automation buyers in 2026. No other tool here gives you AI invoice capture, approval routing, every common payment method and QuickBooks Online or Xero sync on a $0 plan, with published per-payment fees that drop to zero for most methods when you pay from Ramp Checking. When you need more, Ramp Plus adds three-way PO matching, payment release approvals, line-item auto-coding and NetSuite or Sage Intacct sync, and 1099 filing costs $0.65 per form on any plan. The main catch is the unpublished Plus platform fee, so get a written quote.

Choose Tipalti if you pay suppliers or payees in many countries, run multiple entities, or need W-8 collection and 1042-S reporting. Choose BILL if you are a small business on QuickBooks or Xero, have few users and value a tool your accountant already knows. Choose Melio if you are a very small business that mostly pays domestic bills and wants the lowest software cost. Choose Stampli if you are a mid-market team that wants AP collaboration on top of an ERP like NetSuite, Sage Intacct, Dynamics or SAP. Choose AvidXchange if you run real estate, construction or another vertical system like Yardi, MRI or Blackbaud.

Conclusion

The best accounts payable software is the one that matches your invoice volume, approval structure, vendor locations and accounting system at a price you can predict. Start by listing the payment methods you use each month and pricing them against each vendor's fee table, then confirm PO matching, 1099 handling and ERP sync on the exact plan you would buy. Ramp is the strongest default for US businesses, Tipalti leads for global payables, and BILL and Melio remain solid, simpler choices for small teams. Prices and plans change often, so check each vendor's pricing page before you sign.

Frequently asked questions

For most US businesses we pick Ramp. As of October 2026, its free plan includes AI invoice capture, approval routing, payment by ACH, check, card and wire, and QuickBooks Online or Xero sync, and Ramp Plus ($15 per user per month plus a platform fee) adds three-way PO matching. 1099 filing is $0.65 per IRS form on every Ramp plan. Tipalti is the better choice for global and multi-entity payables, and BILL or Melio suit small teams that want simple bill pay.
