Why the right e-signature tool matters for a small business

Every e-signature tool in this guide does the basic job well. You upload a PDF, drag signature and date fields onto it, and email a link. The signer clicks, signs on a phone or laptop, and everyone gets a signed copy with an audit trail. The real differences show up later, in four places:

  • The bill. Some tools charge per user, some charge one flat price for the whole account, and some charge per document. The cheapest headline price is often not the cheapest plan once you add a second sender.
  • Sending limits. Several plans cap envelopes, documents or "signature invites" per user per year, per account per year, or per month. These caps are the biggest hidden cost in this category.
  • Which tier holds the feature you need. Templates, bulk send, branding, payments, API access and SSO are often one or two tiers above the entry plan.
  • Compliance. For most US contracts any of these tools is fine. If you handle health data, sell in the EU, or work in life sciences, check HIPAA, eIDAS and 21 CFR Part 11 support before you buy.

This guide compares seven tools for small and mid-size businesses: Dropbox Sign, Docusign eSignature, PandaDoc, BoldSign, Adobe Acrobat Sign, SignNow and Signeasy. Every price, plan limit and feature below was checked on the vendor's own pricing page or help center in October 2026. Prices are in US dollars, and we say whether each one is billed annually or monthly.

What to look for in e-signature software

1. Envelope and document limits. An "envelope" (Docusign, BoldSign), "signature request" (Dropbox Sign), "signature invite" (SignNow) or "transaction" (Adobe) is usually one send to one or more signers, even if it holds several documents. Check three things: whether the cap is per user or per account, whether it resets monthly or yearly, and what happens when you go over. Docusign Standard and Business Pro annual plans include 100 envelopes per user per year. SignNow's annual plans include 100 invites per account per year. Dropbox Sign, BoldSign Business, Signeasy Business and Adobe's team plans do not cap normal sending.

2. Templates. If you send the same NDA, offer letter or service agreement every week, templates save the most time. Watch the template count: Dropbox Sign Essentials allows 5, Standard 15; PandaDoc Starter allows 5; Signeasy Business allows 5; BoldSign Growth allows 10. Docusign, SignNow and the higher tiers of the others offer reusable templates without a stated count.

3. Bulk send. Bulk send sends one document to a list of people, each of whom gets their own copy to sign (policy acknowledgments, annual renewals, waivers). It is rarely on the entry plan. Dropbox Sign has it from Standard, Docusign from Business Pro, SignNow from Business, and PandaDoc on Business with usage credits. BoldSign and Signeasy sell it as an add-on.

4. API and integrations. If you want signing inside your own app or a CRM workflow, look at API pricing separately. Docusign, Dropbox Sign, BoldSign and Signeasy sell dedicated API plans. PandaDoc charges API-created documents against usage credits. SignNow includes its full API on Enterprise.

5. Compliance. In the US, the ESIGN Act and state UETA laws give electronic signatures the same legal effect as ink for most business contracts (wills and some court and family-law documents are common exceptions). What separates tools is the audit trail, signer authentication and extra programs:

  • eIDAS (EU). Simple electronic signatures are fine for most EU contracts. Some deals need advanced (AES) or qualified (QES) signatures, which usually cost extra or sit on higher tiers.
  • HIPAA (US health data). You need a Business Associate Agreement (BAA) from the vendor, and it is often limited to specific plans.
  • 21 CFR Part 11 (FDA-regulated work). Offered by a few vendors on top tiers or as an add-on.

6. Free plans and trials. Dropbox Sign (3 requests a month), PandaDoc (5 documents a month) and BoldSign (25 envelopes a month) have free plans for sending. Docusign, Adobe, SignNow and Signeasy offer trials instead. Signeasy also offers a 100-day money-back guarantee on yearly plans.

7. How you are billed. Annual billing saves a lot here: up to 33% on Docusign's annual-billed-monthly option (more if you prepay), up to 46% on PandaDoc and 40% on BoldSign, according to their pricing pages. Adobe's team plans are sold as annual commitments with an early-cancellation fee.

Dropbox Sign: full review

Dropbox Sign (formerly HelloSign) is our top pick for most small businesses because its pricing is easy to predict. Every paid plan includes unlimited signature requests, so you never need to count envelopes. Plans differ by templates, team features and admin controls.

Key features

  • Unlimited signature requests on Essentials, Standard and Premium
  • Templates (5 on Essentials, 15 on Standard, unlimited on Premium) and template links you can share by email or on a website
  • Google Drive, Microsoft Word and HubSpot integrations on every plan
  • From Standard: signer attachments, in-person signing, admin console, branding, bulk send, reporting and SMS authentication
  • On Premium: SSO, advanced signer fields (conditional logic, drop-downs), signer reassignment, advanced reporting, data residency and multi-teams
  • Signer fields with data validation, audit trail and 22 languages for senders and signers

Pricing

  • Free: 3 signature requests per month, renewed every 30 days, plus unlimited self-signing.
  • Essentials: $15/month billed annually ($180/year) or $20 month-to-month. One user.
  • Standard: $25/user/month billed annually (from $600/year, because of a two-user minimum) or $30/user month-to-month. Dropbox asks teams of 5 or more users to contact sales.
  • Premium: custom quote, for 5 or more users.
  • API: separate plans from $75/month billed yearly ($900/year) for 50 signature requests a month, plus a free test mode.
  • Trial: 30-day free trial on paid plans.
  • In October 2026 the pricing page showed a first-year discount on eligible annual plans. Budget on the regular price, which applies after the first year.

Compliance

Dropbox Sign says signatures are legally binding under the ESIGN Act and lists SOC 2 Type II, ISO 27001, eIDAS and GDPR. Its help center says HIPAA support is available to customers on an annual Standard or Premium plan who sign a BAA and meet a minimum contract value (the amount is not published).

Pros

  • No overage math: unlimited requests on every paid plan
  • Bulk send, branding and SMS authentication without a sales call
  • A free plan that works for the occasional contract

Cons

  • Essentials lacks branding, bulk send, in-person signing and signer attachments
  • Only 15 templates on Standard
  • SSO, data residency and advanced signer fields need a Premium quote
  • Salesforce and some other integrations are paid add-ons

Who it is for

Small businesses with one to four senders who send a steady flow of standard agreements and want a predictable bill.

Who should skip it

Teams that need SSO, conditional fields or payment collection without talking to sales, and solo users who never send more than a few contracts a year (the free plan or BoldSign's free plan may be enough).

Docusign eSignature: full review

Docusign is the reference point in e-signatures. Signers know the name, it has a very large integration catalog, and its sales-led plans reach into regulated work that most competitors do not serve on self-serve plans. The trade-off is price and envelope caps.

Key features

  • Reusable templates, audit trail, reminders, reporting and signing in 44+ languages on every plan
  • From Standard: custom branding, shared templates, collaborative commenting, scheduled sending, in-person signing, delegated signing and team reports
  • On Business Pro: Bulk Send, PowerForms, web forms, payment collection, signer attachments, drop-down and radio fields, eWitness, and API access with a developer account
  • Enhanced plans (sales): SSO, organization management, conditional routing, KBA and phone authentication, data residency, HIPAA support through a BAA, FedRAMP, 21 CFR Part 11 and eIDAS advanced and qualified signatures
  • Add-ons: SMS delivery from $0.36 per delivery and ID verification from $2.40 per attempt

Pricing

Docusign offers three ways to pay:

PlanAnnual, billed upfrontAnnual, billed monthlyMonthly
Personal (1 user, 5 envelopes/month)$10/month ($120/year)$11/month ($132/year)$15/month
Standard (up to 50 users)$25/user/month ($300/year)$30/user/month ($360/year)$45/user/month
Business Pro (up to 50 users)$40/user/month ($480/year)$45/user/month ($540/year)$65/user/month
  • Envelope limits: Standard and Business Pro annual plans include 100 envelopes per user per year. Monthly plans include up to 10 per user per month. Extra envelopes are billed pay-as-you-go, and envelopes sent through PowerForms count toward the allowance.
  • API plans: Starter $50/month ($600 billed annually, starting at 40 envelopes a month), Intermediate $300/month ($3,600/year, starting at 100 envelopes a month) and Advanced $480/month ($5,760/year, adds Bulk Send). A free developer account is available for testing.
  • Trial and refunds: 30-day free trial with no credit card. Annual plans bought on docusign.com can be refunded within 30 days of purchase.

Pros

  • Recognized by signers, which helps with external contracts
  • The broadest compliance options here, from HIPAA BAA to eIDAS QES
  • Mature workflow features and a large integration ecosystem
  • Prepaying a year cuts Standard to $25/user/month

Cons

  • 100 envelopes per user per year works out to about 8 per user per month
  • Bulk send, web forms and API access all require Business Pro
  • SSO and HIPAA require an Enhanced plan quote
  • Month-to-month prices are among the highest in this guide

Who it is for

Legal, financial, real estate and healthcare teams that need specific compliance controls, and businesses whose CRM or document systems already integrate with Docusign.

Who should skip it

Small teams that send many routine agreements. The envelope cap means you may pay for seats and then for overage.

PandaDoc: full review

PandaDoc is a document automation tool with e-signatures built in. It makes the most sense when the document itself (a proposal, quote or sales contract) is the hard part, not the signature. Its pricing also appears on our proposal and contract software pages, so here is exactly what the pricing page showed in October 2026.

Key features

  • Drag-and-drop editor with rich media, themes and templates
  • Unlimited document uploads and e-signatures from Starter
  • Signing order and real-time tracking on every plan
  • On Business: custom quotes, pricing tables, product catalog, payment collection, in-person signing, CRM integrations, branding, content library, approval workflows, deal rooms, web forms and bulk send
  • On Enterprise: CPQ, workflow automation, smart content, SSO, team workspaces, notary, and HIPAA compliance as an option (SSO and team workspaces are also options on Business)
  • eIDAS and US ESIGN Act compliance and SOC 2 Type II; data residency in the US or EU on Enterprise

Pricing

  • Free: $0. 5 documents per month (a shared limit), up to 5 templates, limited API access.
  • Starter: $19/seat/month billed annually, or $35/seat month-to-month. Unlimited document uploads and e-signatures, up to 5 templates.
  • Business: $49/seat/month billed annually, or $65/seat month-to-month. Unlimited templates.
  • Enterprise: custom quote, per seat or per document.
  • Usage credits: documents created through the API, Zapier, Make, forms, automations or bulk send use usage credits. Starter and Business include trial credits for first-time customers; after that you buy a recurring credit pack. When credits run out, API document creation pauses. Other automated documents keep going and are billed as overage at your order-form rate, or up to $5 per document if no rate is set.
  • Annual-only items: qualified electronic signatures and recipient verification are listed as annual-plan only on Business.
  • Trial: 14-day free trial, no credit card required.

Pros

  • Creates the document, not just the signature
  • Unlimited in-app documents on paid plans
  • Free plan good enough to test real deals

Cons

  • Business, where most sales features live, is $49/seat/month even billed annually
  • Bulk send, web forms and API documents add a second meter (usage credits)
  • Starter has only 5 templates and no branding, pricing tables, payments or bulk send
  • HIPAA is Enterprise only; SSO is an option on Business

Who it is for

Sales, agency and customer success teams that send proposals, quotes and renewals and want creation, tracking, payment and signature in one place.

Who should skip it

Teams that only need to send finished PDFs for signature. You would pay for a document builder you will not use.

BoldSign: full review

BoldSign is the value pick. It has the most generous free plan in this guide and the cheapest unlimited-envelope plan, and it puts SSO and HIPAA on a self-serve tier.

Key features

  • Free Essential plan with audit trail, signer authentication, reminders, signer attachments, conditional fields and custom branding
  • From Growth: template sharing, dynamic field placement, in-person signing and team management
  • On Business: unlimited envelopes and templates, SSO, custom roles, IP restrictions, scheduled send, signing groups, custom email domain and HIPAA
  • Add-ons on Business and Premium: bulk send, bulk links, SMS and WhatsApp delivery, ID verification, KBA, SMS authentication and qualified electronic signatures
  • Data residency in the US, EU, Canada and Australia; SOC 2 Type II, GDPR and eIDAS listed on all plans

Pricing

  • Essential (free): 1 user, 25 envelopes per month, 2 templates.
  • Growth: $5/user/month billed annually or $15 month-to-month. 50 envelopes per user per month, 10 templates.
  • Business: $15/user/month billed annually or $25 month-to-month. Unlimited envelopes and templates.
  • Premium: $99/month billed annually or $138 month-to-month for the account. Unlimited users, 250 envelopes per month.

  • Nonprofits: Growth is free and Business and Premium are 50% off.
  • Trial: 30-day free trial.

Pros

  • 25 free envelopes a month is enough for many sole traders
  • Unlimited envelopes from $15/user/month billed annually
  • SSO and HIPAA without a sales call

Cons

  • Bulk send and identity checks are paid add-ons
  • A less familiar name for signers
  • Premium's 250-envelope cap applies to the whole account

Who it is for

Solo owners and small teams that want the lowest cost per sender, and developers who want a cheap e-signature API.

Who should skip it

Teams that need bulk send included in the base price, or whose clients expect a well-known signing brand.

Adobe Acrobat Sign: full review

Adobe sells e-signatures two ways. Small teams usually get them inside Acrobat Standard, Pro or Studio for teams, which combine PDF editing with "collect e-signatures and track responses." Medium and large businesses can buy the standalone Acrobat Sign product through sales, which Adobe describes as having unlimited seats, deeper integrations and industry compliance features.

Key features

  • Send for signature and track responses from Acrobat on desktop, web and mobile
  • Create, edit, convert, export and organize PDFs on every team plan
  • Send one document to multiple signers at once, each getting a personal copy
  • Web forms, redaction, PDF comparison and OCR on Acrobat Pro and Studio
  • AI Assistant and PDF Spaces on Acrobat Studio
  • Admin console and 24x7 tech support on team plans

Pricing

  • Acrobat Standard for teams: $16.99/license/month
  • Acrobat Pro for teams: $23.99/license/month
  • Acrobat Studio for teams: $29.99/license/month
  • These are annual commitments billed monthly (an annual prepaid option is also offered). Cancelling after 14 days costs half of the remaining annual commitment.
  • Free trial: on Pro and Studio for teams, for up to 10 licenses.
  • Acrobat Sign (standalone): contact sales.

Sending limits

Adobe's business page says there are "no usage caps in Acrobat for teams plans." Its help center lists unlimited transactions per license for Acrobat Standard and Pro (except enterprise ETLA agreements), with these per-transaction limits: 10 MB per file, 100 pages, and 10 signers on Standard or 25 on Pro. Knowledge-based and phone authentication are not included at the Acrobat Standard and Pro levels. Acrobat Sign plans sold as user licenses include 150 transactions per user per year unless your contract says otherwise.

Pros

  • Good value if your team already needs Acrobat for PDF work
  • No e-signature caps on team plans
  • One tool for preparing, editing and signing PDFs

Cons

  • Annual commitment with an early-cancellation fee, even when billed monthly
  • No free plan for sending
  • Advanced signer authentication and compliance features need the sales-led Acrobat Sign product

Who it is for

Offices that live in PDFs and already pay for Acrobat, or that need PDF editing and signatures in one subscription.

Who should skip it

Teams that want e-signature only, month-to-month flexibility, or features like payment collection and HIPAA without a sales conversation.

SignNow: full review

SignNow (shown on its site as airSlate SignNow) prices differently from everyone else here. Each plan is one flat monthly price with unlimited users, and the limit is on how many signature invites the whole account sends.

Key features

  • Unlimited users, templates and document storage on every plan
  • On Business: bulk send, signing links, payment collection, scheduled sending, team collaboration and team reports
  • On Advanced: custom branding, SMS delivery, advanced signer authentication, formula and conditional fields, approval workflows
  • On Enterprise: full API access, premium integrations, industry-specific compliance, SSO, user management and phone support
  • Lists GDPR, SOC 2 Type II, PCI DSS, 21 CFR Part 11, HIPAA and CCPA compliance; HIPAA (through a BAA), 21 CFR Part 11 and qualified signatures are listed as paid add-ons

Pricing

  • Basic: $8/month billed annually, or $20 month-to-month.
  • Business: $15/month billed annually, or $30 month-to-month.
  • Advanced: $30/month billed annually, or $50 month-to-month.
  • Enterprise: $1.50 per signature invite, with volume discounts.
  • Plan names: in October 2026 some visitors saw the same four plans and prices named Business, Business Premium, Enterprise and Site License.
  • Invite limits: annual Basic, Business and Advanced plans include up to 100 signature invites per account per year. Monthly plans include up to 10 per account per month. Above that, the plan switches to pay-as-you-go for extra invites. Only completed invites count.
  • Trial and refunds: 7-day free trial; new customers can request a refund within 30 days of the invoice.

Pros

  • One price covers every user, which suits large teams with light use
  • Bulk send and payments from $15/month billed annually
  • Conditional fields and approvals at a low flat price

Cons

  • 100 invites per account per year is less than 9 a month for the whole company
  • High-volume senders end up on per-invite pricing
  • Only a 7-day trial

Who it is for

Clinics, schools, property managers and small HR teams where many people send a few documents each.

Who should skip it

Any team that sends more than a handful of agreements a month. Do the invite math before you buy.

Signeasy: full review

Signeasy is a straightforward per-seat tool with iPhone, iPad and Android apps and integrations with Google Workspace and Microsoft apps. Its main selling points for small businesses are unlimited sending from the Business plan and a 100-day money-back guarantee on yearly plans.

Key features

  • Sign unlimited documents yourself on every plan, with iPhone, iPad and Android apps
  • From Business: unlimited sending (fair use applies), 5 templates, template sharing, in-person signing, multi-document envelopes, shareable signing links, reminders, admin dashboard and AI contract summaries
  • On Business Pro: unlimited templates, custom branding, signer attachments, signer authentication, roles and permissions, team usage reports, approval workflows, and SharePoint and HubSpot integrations
  • Add-ons and custom plans: SMS sending, SSO, bulk send, HIPAA and 21 CFR Part 11
  • API access through custom plans or separate API pricing

Pricing

  • Personal: $10/seat/month billed annually ($120/year) or $15 month-to-month. One user, 5 contracts sent per month.
  • Business: $20/seat/month billed annually ($240/year) or $30 month-to-month.
  • Business Pro: $30/seat/month billed annually ($360/year) or $40 month-to-month.
  • Build Your Plan: custom pricing for 5+ seats or high document volume, including API, SSO, HIPAA, bulk send and 21 CFR Part 11.
  • API plans: a free sandbox, then Intermediate at $1,499/year and Advanced at $2,999/year.
  • Trial and refunds: 14-day free trial. Yearly Personal, Business and Business Pro plans have a 100-day money-back guarantee.

Pros

  • Unlimited sending at $20/seat/month billed annually
  • The longest refund window in this guide
  • Good fit for Google Workspace and Microsoft 365 users

Cons

  • Business allows only 5 templates and has no branding
  • No free plan for sending
  • Bulk send, SSO and HIPAA are extra or need a custom plan

Who it is for

Small teams that send a steady stream of contracts, want unlimited sending, and prefer a long refund window over a free plan.

Who should skip it

Teams that need bulk send, an API or HIPAA at a published self-serve price.

Cost comparison: what 1 sender and 5 senders pay

The table below uses list prices on annual billing. For each tool we picked the cheapest plan a typical small business would use for regular sending, and for 5 senders we also show the plan that adds bulk send or branding where that changes the price. All figures are arithmetic from the prices above.

One sender

Tool and planCost per yearWhat you get
BoldSign Essential$025 envelopes/month, 2 templates
BoldSign Growth$6050 envelopes/month, 10 templates
SignNow Basic$96100 invites/year for the account
Docusign Personal (prepaid)$1205 envelopes/month
Signeasy Personal$1205 sends/month
Dropbox Sign Essentials$180Unlimited requests, 5 templates
BoldSign Business$180Unlimited envelopes and templates
Adobe Acrobat Standard for teams$203.88No e-signature cap, PDF editing
PandaDoc Starter$228Unlimited in-app documents, 5 templates
Signeasy Business$240Unlimited sending, 5 templates

For a solo owner who sends a few contracts a month, BoldSign's free plan or Dropbox Sign's free plan may be enough. If you send more than about 5 a month, Dropbox Sign Essentials and BoldSign Business are the cheapest paid plans here with no sending cap.

Five senders

Tool and planCost per yearSending allowance
SignNow Business (flat)$180100 invites/year for the whole account
BoldSign Growth$30050 envelopes per user per month
BoldSign Business$900Unlimited (bulk send is an add-on)
Adobe Acrobat Standard for teams$1,019.40No e-signature cap
PandaDoc Starter$1,140Unlimited in-app documents
Signeasy Business$1,200Unlimited sending (fair use)
Dropbox Sign Standard$1,500 at list priceUnlimited requests, bulk send included
Docusign Standard (prepaid)$1,500500 envelopes/year in total
Docusign Standard (annual, billed monthly)$1,800500 envelopes/year in total
Docusign Business Pro (prepaid)$2,400500 envelopes/year, bulk send included
PandaDoc Business$2,940Unlimited in-app documents; bulk send uses credits

Two notes on this table. Dropbox Sign asks teams of 5 or more users to contact sales, so treat $1,500 as the list-price reference and confirm your quote. Signeasy also points 5+ seat teams to its custom plan.

Now add volume. Say each of the five people sends 10 agreements a month, or 600 a year in total:

  • Dropbox Sign, BoldSign Business, Signeasy Business, PandaDoc and Adobe's team plans cover this with no extra charge for normal sending.
  • BoldSign Growth also covers it (50 per user per month).
  • Docusign Standard or Business Pro includes 500 envelopes a year for five users, so about 100 would be billed as extra envelopes.
  • SignNow includes 100 invites a year for the account, so about 500 would be pay-as-you-go invites. At that volume SignNow's flat price stops being the cheapest option.

Compliance at a glance: ESIGN, UETA, eIDAS and HIPAA

For ordinary US business contracts, any tool in this guide gives you a signature with an audit trail. Where your work is regulated, these are the details each vendor publishes:

How to choose the right e-signature software

Work through these questions in order:

  1. How many agreements will you send a month, in total? Under 5: try a free plan (BoldSign, Dropbox Sign or PandaDoc). Dozens or more: avoid per-account caps (SignNow) and per-user yearly caps (Docusign Standard and Business Pro) unless you budget for overage.
  2. How many people need to send? One sender: Dropbox Sign Essentials or BoldSign. Two to four: Dropbox Sign Standard, BoldSign Business or Signeasy Business. Many occasional senders: SignNow's flat price, as long as volume stays low.
  3. Do you build the document or just sign it? If you write proposals and quotes, PandaDoc's editor and pricing tables are worth the higher seat price. If you sign finished PDFs, pay for signing only.
  4. Do you already pay for Acrobat? Then check whether Acrobat for teams covers your signing before buying another tool.
  5. Do you need bulk send, branding or an API? Check which tier includes it. Dropbox Sign Standard and SignNow Business include bulk send; Docusign needs Business Pro; BoldSign and Signeasy charge for it as an add-on; PandaDoc uses usage credits.
  6. Are you regulated? For HIPAA, BoldSign Business and Dropbox Sign annual Standard are the most accessible options; Docusign, PandaDoc and Adobe need a sales-led plan. For EU qualified signatures, look at Docusign Enhanced, PandaDoc Business or Enterprise, or BoldSign's QES add-on.
  7. Try it with a real signer. Every tool here has a free plan or trial. Send a real agreement to a colleague on a phone before you commit to an annual plan.

Conclusion

For most small businesses, Dropbox Sign is the safest choice: unlimited signature requests on every paid plan, bulk send and branding on Standard, and a clear path to HIPAA on annual plans. BoldSign is the best value, with a free plan of 25 envelopes a month and unlimited sending from $15 per user per month billed annually. PandaDoc is the right tool when you need to build proposals and quotes, and Adobe Acrobat Sign is the natural fit if you already pay for Acrobat. Docusign remains the strongest choice for regulated and complex agreements, but read the envelope limits carefully. SignNow suits large teams with light use, and Signeasy is a simple per-seat option with a 100-day money-back guarantee on yearly plans.

Whichever you pick, start with the free plan or trial, count how many agreements you really send, and choose annual billing only once you are sure.

Frequently asked questions

For most small businesses, Dropbox Sign. Every paid plan includes unlimited signature requests, Essentials costs $15 per month billed annually for one user, and Standard ($25 per user per month billed annually, two-user minimum) adds bulk send, branding, in-person signing and SMS authentication. BoldSign is the cheaper alternative, and PandaDoc is better if you build proposals and quotes.
