Why Your Form Builder Choice Matters

Businesses run on forms: contact forms bring in leads, order forms take money, registration forms fill events, application forms screen candidates and intake forms collect patient details. Inside the company, request forms route IT tickets and approvals. When the form tool hits a limit, the cost is real: a payment form that stops taking orders, a lead form that stops saving entries, or patient data collected without a HIPAA agreement.

The seven tools here all build online forms, but they charge in very different ways: by monthly responses, by stored submissions per form, or by editor seats. The cheapest plan on the pricing page is often not the one you will need.

What to look for:

  • What the free plan really allows. Free tiers range from 10 responses a month (Typeform) to unlimited submissions under a fair use policy (Tally).
  • Total cost at your volume. We price each tool at 1,000 and 10,000 responses a month below.
  • Payments and fees. Which payment providers work, whether the form vendor adds its own fee, and whether payment submissions have their own cap.
  • Logic and calculations. Show or hide questions, branch to different pages, and calculate totals or scores.
  • Compliance. Whether the vendor signs a HIPAA Business Associate Agreement (BAA), and whether you can keep data in the EU.
  • Team seats. Several plans here are single user. Others include unlimited users.
  • Integrations. Where the data goes after someone hits submit: Google Sheets, a CRM, Airtable, Zapier or a webhook.

All prices come from vendor pricing and help pages, checked in October 2026. "Billed yearly" means the monthly equivalent of an annual payment.

Jotform review

Overview

Jotform is the broadest tool in this group. Around the form builder it sells Jotform Sign for e-signatures, Tables, Apps, Workflows for approvals, a PDF Editor, a Store Builder and AI Agents. A business that needs contact, order and patient intake forms can run all of them in one account. It is our top pick for general business forms.

The trade-offs are limits. Every plan caps monthly submissions, monthly form views, payment submissions and signed documents, and all self-serve plans have a single user.

Key features

  • Drag-and-drop builder, plus Card Forms that show one question at a time
  • Conditional logic, a calculation field, widgets and prefill
  • 40+ payment gateways, including Stripe, PayPal, Square and Authorize.net, with no Jotform transaction fee
  • Built-in e-signatures through Jotform Sign
  • HIPAA compliance features and a self-serve BAA on Gold and Enterprise
  • 200+ integrations, including Google Sheets, Salesforce, HubSpot, Airtable, Zapier and webhooks
  • An EU data storage option (Frankfurt), set in the account's data settings
  • Save and Continue Later, so respondents can finish long forms later

Pricing

All self-serve plans are priced per account for a single user:

  • Starter (free): 5 active forms, 100 submissions/month, 10,000 form views/month, 500 total stored submissions, 100 MB uploads, 10 payment submissions and 10 signed documents a month. Jotform branding.
  • Bronze: $39 monthly or $34/month billed yearly ($408/year). 25 forms, 1,000 submissions/month, 10,000 stored submissions, 100 payment submissions a month.
  • Silver: $49 monthly or $39/month billed yearly ($468/year). 50 forms, 2,500 submissions/month, 25,000 stored, 250 payment submissions.
  • Gold: $129 monthly or $99/month billed yearly ($1,188/year). 100 forms, 10,000 submissions/month, 100,000 stored, 1,000 payment submissions, HIPAA features and BAA.
  • Enterprise: contact sales. The only multi-user plan, with SSO, custom domains, local data residency and white label.

Nonprofits and schools get 50% off Bronze, Silver and Gold. Paid plans have a 30-day money-back guarantee, and there is no separate paid trial. Prices are charged in USD or EUR depending on location, plus tax.

Pros

  • The most payment gateways here, with no Jotform fee on top
  • Self-serve HIPAA BAA from Gold, without a sales call
  • E-signatures, approvals and PDFs in the same account
  • 200+ integrations, including Salesforce and HubSpot
  • 50% discount for nonprofits and education

Cons

  • Every self-serve plan is single user
  • Caps on monthly submissions, views, payment submissions and signatures
  • Stored submission caps: when full, Jotform deletes the oldest entry
  • Free plan allows only 5 forms

Who should use it

Small and midsize businesses that need many kinds of forms in one place: order and payment forms, registrations, applications with signatures, and healthcare intake forms that need a BAA. One person usually builds the forms, and the data flows to Sheets, a CRM or Zapier.

Who should skip it

Teams where several people build and edit forms, unless they budget for Enterprise. Also skip it if you expect very high volume on a tight budget: Tally, Fillout Business and Paperform Pro have no monthly response cap.

Typeform review

Overview

Typeform is known for its one-question-at-a-time layout and polished themes. Logic is strong and available on the free plan: branching, calculations, scores, variables and recall. Its weak spot for business forms is pricing by response. Every plan has a monthly cap, and partial responses count toward it.

Typeform says it is experimenting with pricing, so the prices you see may differ from ours. We use the prices on its plan cards.

Key features

  • One question per screen with strong design and themes
  • Branching, calculations, scores, variables and recall on every plan, including Free
  • URL parameters (formerly Hidden Fields) on Free
  • Stripe (one-time and recurring) and PayPal payments from Basic
  • Partial Submit Points to capture unfinished responses (1 on Basic and Plus, 3 on Business)
  • Integrations including Zapier, Google Sheets, Airtable, HubSpot, Slack and webhooks, with Salesforce from Business

Pricing

Prices are per account:

  • Free: unlimited forms, 10 responses a month across all forms. No payments or file uploads.
  • Basic: $39 monthly or $28/month billed yearly ($336/year). 100 responses/month, 1 user, payments and file upload.
  • Plus: $79 monthly or $56/month billed yearly ($672/year). 1,000 responses/month, 3 users, remove Typeform branding, custom subdomain.
  • Business: $129 monthly or $91/month billed yearly ($1,092/year). 10,000 responses/month, 5 users, drop-off analysis.
  • Growth Flow: $379 monthly or $266/month billed yearly. 10,000 responses, 5 users, Salesforce, signature question, 14-day trial with card.
  • Enterprise: contact sales. SSO, HIPAA with a BAA, EU data center for new customers, custom domains.

Pros

  • The most polished respondent experience here
  • Logic and calculations on the free plan
  • Stripe and PayPal, including recurring Stripe payments
  • Clear seat counts on Plus and Business

Cons

  • Free plan allows only 10 responses a month
  • Response caps on every plan, and partial responses count toward them
  • HIPAA, EU hosting and custom domains need Enterprise
  • Signature question only on Growth Flow and above

Who should use it

Marketing and product teams that care most about how a form looks and feels, such as lead capture, onboarding questions and customer feedback, at moderate volume.

Who should skip it

Anyone running high-volume or operational forms such as orders, registrations and internal requests, where per-response pricing adds up. Healthcare teams on a small budget should look at Jotform.

Tally review

Overview

Tally has the most generous free plan here. You build forms like a document, typing "/" to add blocks. The free plan includes unlimited forms and submissions under a fair use policy, along with features others charge for: conditional logic, calculations, Stripe payments, signatures, file uploads and hidden fields. Tally is a Belgian company and stores all form data in Europe.

Key features

  • Document-style editor for single or multi-page forms
  • Logic, calculations, answer piping and hidden fields on the free plan
  • Stripe payments on Free and Pro, with no Tally fee on top of Stripe
  • Signatures and file uploads (10 MB per file on Free)
  • Google Sheets, Notion, Airtable, Zapier, Make, webhooks and an API on Free
  • All form data stored in the EU
  • Tally AI chat in the editor, available to everyone since July 2026

Pricing

Prices are per account:

  • Free: unlimited forms and submissions under fair use. The fair use policy gives 50,000 submissions a month as an example of heavy use. Tally branding.
  • Pro: $29 monthly or $24/month billed yearly ($290/year). Remove branding, custom domains, partial submissions, unlimited team members, custom CSS, unlimited file size, drop-off analytics.
  • Business: $89 monthly or $74/month billed yearly ($890/year). Everything in Pro plus data retention controls, respondent email verification and 90-day version history.

Pros

  • Unlimited forms and submissions free, within fair use
  • Payments, signatures and logic without paying
  • Unlimited team members on Pro
  • EU data storage for every account
  • Cheap branding removal and custom domains

Cons

  • Stripe only, with no recurring payments
  • HIPAA and a BAA are not mentioned on Tally's pages
  • Partial submissions need Pro
  • No SSO mentioned on any plan

Who should use it

Startups, freelancers and small teams that want capable forms for free or close to it, and European businesses that want data kept in the EU.

Who should skip it

Healthcare providers that need a BAA, businesses that bill subscriptions through the form, and companies that require SSO.

Fillout review

Overview

Fillout's main difference is that it never charges per seat. Every plan, including Free, includes unlimited users. The free plan allows 1,000 responses a month with logic, calculations, payments and most integrations. Fillout is strong with Airtable and Notion, and it can pre-fill forms with data you already have. It is run by Restly, Inc., and plans are managed from the billing page of its sister AI app builder, Zite. Fillout and Zite plans are separate subscriptions.

Key features

  • Unlimited seats on every plan
  • Logic, calculations, scoring, answer piping, hidden fields and pre-fill on Free
  • Stripe payments with no Fillout fee (Stripe's fees apply)
  • Airtable, Notion, Google Sheets, HubSpot, webhooks and a REST API on Free
  • Scheduling, PDF generation and workflows
  • AI form builder and an AI editing agent

Pricing

Prices are per account with unlimited seats:

  • Free: unlimited forms, 1,000 responses/month, 20 MB files, Fillout badge.
  • Starter: $19 monthly or $15/month billed yearly ($180/year). 2,000 responses/month, signatures, login forms, respondent emails.
  • Pro: $49 monthly or $40/month billed yearly ($480/year). 5,000 responses/month, remove all branding, custom CSS.
  • Business: $89 monthly or $75/month billed yearly ($900/year). Unlimited responses, custom domain, partial submissions, drop-off analytics.
  • Team: $300 monthly or $250/month billed yearly ($3,000/year). Salesforce, granular permissions, enforced 2FA, EU hosting option.
  • Enterprise: contact sales. SSO, audit logs, hosting regions in the USA, EU, UK, Australia and Canada.

Fillout's FAQ says forms keep collecting responses when you go over your plan's limit. A Conversion kit add-on ($100/month, requires Business) adds abandonment recovery and email validation.

Pros

  • No per-seat pricing anywhere
  • 1,000 free responses a month with logic and payments
  • Unlimited responses from $75/month billed yearly
  • Strong Airtable and Notion integrations

Cons

  • Partial submissions and custom domains need Business
  • Salesforce and EU hosting need Team at $250/month billed yearly
  • No HIPAA or BAA found on Fillout's pages
  • PayPal only through Zapier

Who should use it

Teams where several people build forms, operations teams that run on Airtable or Notion, and growing businesses that want unlimited responses at a mid-range price.

Who should skip it

Healthcare teams that need a BAA, and businesses that need EU hosting or Salesforce on a small budget.

Formstack review

Overview

Formstack is built for business processes. It pairs forms with document generation, e-signatures, routing and approvals, and has native Salesforce products. The company now operates as Intellistack (formerly Formstack), and Formstack remains the product brand for Forms, Documents and Sign.

Its limits work differently. Submission limits count stored submissions per form, not responses per month. When a form is full, new submissions are emailed instead of stored.

Key features

  • Conditional logic, calculations (including date and time), data routing and approvals
  • Payments through Stripe, PayPal, Authorize.net, Bambora, Chargify and FirstData
  • Formstack for Healthcare plans with a BAA
  • Native Salesforce, plus HubSpot, Airtable, Google Sheets, Microsoft and webhooks (300+ integrations)
  • Document generation and e-signatures on the Suite plan
  • Save and Resume, and custom domains or subdomains

Pricing

Prices are per account and shown as "starting at":

  • Forms: $99 monthly or $83/month paid annually. 1 builder user, 25 forms, 1,000 submissions per form, 2 GB storage.
  • Suite (Forms + Documents + Sign): $299 monthly or $250/month paid annually. 3 builder users, 100 forms, 5,000 submissions per form, 250 document deliveries a month, unlimited e-signatures.
  • Salesforce Solutions: custom pricing, with PCI and HIPAA compliant options.
  • Enterprise: custom pricing. Unlimited users and submissions, SSO.

There is no free plan, only a 14-day free trial of Forms without a credit card. HIPAA is listed as an add-on on the pricing page, with no price shown. Partial submissions need the paid Conversion Kit add-on.

Pros

  • Forms, documents and signatures in one workflow
  • Native Salesforce products
  • Many payment gateways
  • Healthcare plans with a BAA

Cons

  • No free plan, and the highest entry price here
  • Only 1 builder user on Forms
  • Per-form stored submission limits on self-serve plans
  • No EU data residency found

Who should use it

Midsize and larger organizations that turn forms into documents, contracts and approvals, especially those running on Salesforce or in healthcare.

Who should skip it

Small businesses that need simple contact or order forms, and anyone who needs EU data hosting.

Google Forms review

Overview

Google Forms is free with any Google account, allows up to 500,000 responses per form and sends responses to Google Sheets. It is the fastest way to collect internal requests and sign-ups, but it has no native payments or calculations, and branching only between sections.

Key features

  • Free, unlimited forms and quizzes
  • Section branching ("Go to section based on answer") on multiple choice and dropdown questions
  • Responses linked to Google Sheets
  • File uploads stored in the form owner's Google Drive
  • Gemini "Create a form" on eligible Workspace or Google AI plans
  • HIPAA coverage under Google Workspace's BAA once an admin accepts it

Pricing

  • Free: any Google account. From September 2026, each form can take up to 500,000 responses and hold up to 1 GB of form and response data, not counting uploaded files.
  • Google Workspace: priced per user. Business Starter $8.40/month on the Flexible plan or $7/month on the Annual plan. Business Standard $16.80 or $14. Business Plus $26.40 or $22. Enterprise is contact sales.

There is no paid plan for Forms alone. Workspace adds organization controls, Gemini features and the BAA.

Pros

  • Free, with up to 500,000 responses per form
  • Native link to Google Sheets
  • Covered by Google Workspace's BAA
  • Very little to learn

Cons

  • No native payments or calculations
  • Branching only on multiple choice and dropdown questions
  • File upload requires respondents to sign in to Google
  • Data regions need Business Standard or higher

Who should use it

Internal forms, staff sign-ups, quick polls and simple registrations, especially in companies already on Google Workspace.

Who should skip it

Anyone who needs to take payments, calculate totals, build complex logic or offer a branded customer-facing form.

Paperform review

Overview

Paperform builds forms like a web page, with text, images and questions placed freely. It includes four payment providers, Papersign e-signatures, Stepper workflow automation and unlimited users on every plan. The free plan is small (30 submissions a month), but Pro has unlimited submissions under fair use. Paperform recently moved from paperform.co to paperform.com.

Key features

  • Free-form, document-style layout with strong design control
  • Payments through Stripe, PayPal, Square and Braintree, with no Paperform transaction fees
  • Calculations, scoring and hidden fields on Pro and above
  • Papersign e-signatures with monthly document limits
  • Stepper workflow automation included
  • Direct integrations with Google Sheets, HubSpot, Notion and Airtable, plus Zapier and Make

Pricing

Prices are per account with unlimited users:

  • Free: unlimited forms, 30 submissions/month, 3 signed documents a month, Paperform badge. Products, Subscriptions, Calculation and Hidden fields need a paid plan.
  • Pro: $59 monthly or $49/month billed yearly ($588/year). Unlimited submissions under fair use (the allowance is yearly on annual plans), remove branding, calculations, partial submissions, webhooks, API, 25 signed documents a month. Custom domain costs $20/month extra.
  • Business: $149 monthly or $124/month billed yearly ($1,488/year). 10 workspaces, 1 custom domain included, SSO (SAML), roles, 100 signed documents a month.
  • Enterprise: custom pricing. EU or Australian data residency, audit trails, SLA.

Paid plans have a 7-day free trial without a card.

Pros

  • Unlimited users on every plan
  • Unlimited submissions on Pro under fair use
  • Four payment providers with no Paperform fee
  • Signatures and workflows included

Cons

  • Free plan allows only 30 submissions a month
  • Not HIPAA compliant and no BAA, with no timeline for HIPAA support
  • Calculations and product fields need Pro
  • Custom domain costs extra on Pro

Who should use it

Small businesses, agencies and creators who want branded order, booking and application forms that look like part of their website, with a whole team editing.

Who should skip it

Healthcare providers, and anyone who needs EU data hosting without an Enterprise contract.

Head-to-Head: Free Plans

Ranked by how much you can do without paying:

  1. Tally: unlimited submissions under fair use, with logic, payments, signatures and file uploads.
  2. Google Forms: up to 500,000 responses per form, but no payments.
  3. Fillout: 1,000 responses a month with logic and payments, and unlimited seats.
  4. Jotform: 5 forms, 100 submissions a month, 10 payment submissions, no HIPAA features.
  5. Paperform: 30 submissions a month.
  6. Typeform: 10 responses a month, no payments or file uploads.
  7. Formstack: no free plan, only a 14-day trial.

For a business that wants to stay free, Tally and Fillout are the real options. Jotform's free plan works as a trial: 100 submissions is enough to test a real form, not to run one.

Head-to-Head: Total Cost at 1,000 and 10,000 Responses a Month

Here is the cheapest plan that covers each volume by its stated limits, billed yearly (monthly billing in brackets):

At 1,000 responses a month:

  • Tally: $0 (Free)
  • Fillout: $0 (Free, 1,000/month)
  • Google Forms: $0
  • Jotform: $34 ($39) on Bronze, which allows exactly 1,000. Silver at $39 ($49) gives room to 2,500.
  • Paperform: $49 ($59) on Pro
  • Typeform: $56 ($79) on Plus
  • Formstack: $83 ($99) on Forms, but its limit is 1,000 stored submissions per form, so a single busy form fills up in a month

At 10,000 responses a month:

  • Tally: $0 (Free, within fair use)
  • Google Forms: $0
  • Paperform: $49 ($59) on Pro
  • Fillout: $75 ($89) on Business, unlimited responses
  • Typeform: $91 ($129) on Business
  • Jotform: $99 ($129) on Gold
  • Formstack: Enterprise (custom pricing), since self-serve plans cap stored submissions at 1,000 or 5,000 per form

Two details change these numbers. First, Jotform caps total stored submissions too: 10,000 on Bronze and 100,000 on Gold. At the full monthly limit, both fill in about ten months, after which Jotform deletes the oldest entry to make room. Export or sync your data elsewhere. Second, removing branding costs extra on the free options: Tally Pro at $24/month billed yearly and Fillout Pro at $40/month billed yearly.

Head-to-Head: Payments and Fees

For order forms, deposits and registration fees:

  • Jotform: 40+ gateways, including Stripe, PayPal, Square and Authorize.net, with no Jotform fee. Payment submissions have their own monthly cap: 10 free, 100 on Bronze, 250 on Silver and 1,000 on Gold.
  • Paperform: Stripe, PayPal, Square and Braintree, with no Paperform transaction fees. Products and Subscriptions fields need Pro.
  • Formstack: Stripe, PayPal, Authorize.net, Bambora, Chargify and FirstData.
  • Typeform: Stripe (one-time and recurring) and PayPal from Basic. Payments are not available on its EU data center.
  • Tally: Stripe on Free and Pro with no Tally fee. No recurring payments.
  • Fillout: Stripe with no Fillout fee, on the free plan. PayPal only through Zapier.
  • Google Forms: no native payments.

In every case the payment provider still charges its own processing fees. Jotform's payment cap matters for busy shops: 1,000 paid orders a month needs Gold, even if you only need Bronze for submissions.

Head-to-Head: Logic and Calculations

Six of the seven tools handle conditional logic and calculations. Typeform, Tally, Fillout and Jotform include both on their free plans. Paperform puts calculations, scoring and hidden fields on Pro. Formstack adds data routing, approvals and date-time calculations for internal processes.

Google Forms is the exception. It can jump to a section based on a multiple choice or dropdown answer, and Google's help pages do not describe native calculations. For a quote form that totals line items, use one of the others.

For long forms such as applications, check how each tool handles unfinished entries. Jotform offers Save and Continue Later, which the respondent triggers, but does not automatically capture abandoned entries. Typeform captures partial responses from Basic, Tally from Pro, Paperform from Pro, Fillout from Business, and Formstack through a paid add-on.

Head-to-Head: HIPAA and EU Data

HIPAA:

  • Jotform: HIPAA features and a self-serve BAA on Gold ($99/month billed yearly) and Enterprise. This is the cheapest clear path here.
  • Google Forms: covered under Google Workspace's BAA once your admin accepts it.
  • Formstack: Formstack for Healthcare plans with a BAA. HIPAA is an add-on on the pricing page, with no public price.
  • Typeform: BAA on Enterprise or Growth Custom.
  • Paperform: not HIPAA compliant and does not sign BAAs. Paperform gives no timeline for HIPAA support.
  • Tally and Fillout: no HIPAA or BAA found on their pages.

EU data:

  • Tally: all form data stored in Europe on every plan.
  • Jotform: EU data storage in Frankfurt, set in account data settings.
  • Fillout: EU hosting on Team and Enterprise. Existing data does not move.
  • Typeform: EU data center on Enterprise or Growth Custom, for new accounts only.
  • Paperform: EU or Australia on Enterprise. US by default.
  • Google Forms: data regions on Workspace Business Standard and higher editions.
  • Formstack: no EU data residency found. Its GDPR approach relies on the EU-US Data Privacy Framework.

Head-to-Head: Team Seats and Integrations

Seats change the cost for teams more than any other factor:

  • Unlimited users on every plan: Fillout and Paperform.
  • Unlimited team members on Pro: Tally.
  • Fixed seats: Typeform (1 on Basic, 3 on Plus, 5 on Business) and Formstack (1 builder on Forms, 3 on Suite).
  • Single user: every self-serve Jotform plan. Multi-user access needs Enterprise.
  • Per user: Google Forms through Google Workspace.

For integrations, Jotform lists 200+ (including Salesforce and HubSpot), Formstack 300+ with native Salesforce, and Paperform 4,000+ counting Zapier and Make. Salesforce costs more elsewhere: Typeform keeps it for Business and up, and Fillout for Team. Google Forms is built around Google Sheets.

How to Choose

  1. Do you need HIPAA? Jotform Gold for a self-serve BAA, Google Forms if you are on Workspace and need simple forms, Formstack for healthcare workflows.
  2. Are you taking payments? Jotform or Paperform for the most providers. Check Jotform's payment submission cap against your order volume.
  3. How many people build forms? Fillout, Paperform or Tally Pro if more than one. Jotform needs Enterprise for this.
  4. What is your monthly volume? Above a few thousand responses, Tally, Fillout Business and Paperform Pro avoid monthly caps.
  5. Must data stay in the EU? Tally on any plan, or Jotform's EU storage option.
  6. Is it internal only? Google Forms is often enough.

Red flags

  • A free plan whose limit is lower than one busy week of responses
  • Stored submission caps that delete or stop saving old entries
  • Collecting health information without a signed BAA
  • Single-user plans when a whole team needs to edit forms

What to test before you commit

Use the free plan, trial or money-back window (30 days on Jotform, 14 days on Formstack, 7 days on Paperform) to:

  • Build your longest real form, including logic and calculations
  • Run a live test payment and check every fee on the receipt
  • Send a test entry to your CRM, Google Sheets or Zapier
  • Check what happens to a half-finished form when the respondent leaves
  • Export all responses to check you can get your data out
  • For healthcare forms, sign the BAA before collecting real patient data

The Verdict

  1. Jotform: the best choice for most business forms. It handles payments, signatures, approvals and HIPAA intake in one account, with 200+ integrations. Plan for the single-user limit and export your data before the stored submission cap fills.
  2. Tally: the best free form builder, with EU data storage and unlimited submissions under fair use.
  3. Fillout: the best for teams, with unlimited seats on every plan and unlimited responses on Business.
  4. Typeform: the best respondent experience, at the highest cost per response.
  5. Formstack: the best for document-heavy, Salesforce-connected and regulated workflows.
  6. Google Forms: the best for free internal forms.
  7. Paperform: the best for design-led forms that take payments, with unlimited users.

Conclusion

For most businesses building online forms, Jotform is the safest pick. It covers more form types than any other tool here: contact, order, registration, application, payment and HIPAA intake forms, plus approvals and e-signatures. Bronze at $34/month billed yearly handles 1,000 submissions, and Gold at $99/month billed yearly adds the BAA and 10,000 submissions. Before you commit, check the single-user limit and the payment submission caps.

If budget comes first, start with Tally's free plan. If several people build forms, Fillout's unlimited seats will save money. Test your real form on the free plan or trial before you pay for a year.
