Quick Answer

If you run a small business and want a help desk your team will actually use, start with Help Scout. Its free plan covers up to 5 users with one inbox and one Docs knowledge base, and the paid Standard plan ($25 per user/month billed annually, $30 monthly) adds live chat, SMS, social messaging and basic workflows without turning support into an IT project.

The other strong choices depend on what you need most:

  • Freshdesk if you want classic ticketing, SLAs and an AI agent from $19 per agent/month (annual).
  • Zoho Desk if budget is the main constraint: a free plan for 3 users and paid plans from $7 per agent/month (annual).
  • Zendesk if you expect to grow into a large, multi-channel support operation.
  • HelpDesk if you already use LiveChat or want a simple, ticket-first tool from the same company.
  • Helply (formerly Groove) if you would rather pay for AI work than for seats.
  • Jira Service Management if your support team works next to engineers who already live in Jira.

How We Picked the Best Help Desk for Small Businesses

Small teams have different problems from large support departments. A 3-person team does not need skills-based routing across 12 queues; it needs to stop losing emails, stop two people answering the same customer, and get common questions answered without a human. We scored each tool on the things that matter at that size:

  1. Entry cost at 2 to 10 agents. Free plans, the cheapest paid tier and what you have to upgrade for. We used the prices on each vendor's own pricing page in October 2026.
  2. Time to set up. Whether a non-technical owner can connect a support mailbox and start answering the same day.
  3. Channels you get on the first paid tier. Email is a given. Live chat, social messaging, SMS and phone are often gated.
  4. Self-service. A knowledge base and AI answers reduce the number of tickets a small team has to touch.
  5. How AI is billed. Every vendor now sells an AI agent, and the billing models differ a lot: per resolution, per session, per credit block or bundled allowances.
  6. Room to grow. SLAs, automation, reporting and integrations you will want by the time you have 10 to 20 agents.

We did not include tools that are mainly live chat widgets or CRMs. If chat is your main channel, see our live chat comparison instead.

Help Scout: Best Overall for Small Businesses

Who it is for: small and growing teams that mostly answer email and want support to feel personal, not like filing a ticket.

Help Scout is built around a shared inbox that looks like email to the customer. Agents see who else is viewing a conversation, leave internal notes, assign conversations and use saved replies. Docs, its knowledge base, and Beacon, its embeddable help and chat widget, cover self-service and live chat.

Pricing: The Free plan covers up to 5 users, 1 inbox and 1 Docs site. Paid plans are $25 (Standard), $45 (Plus) and $75 (Pro) per user/month billed annually, or $30, $54 and $90 on monthly billing. Standard and Plus come with a 15-day trial. Standard adds multiple inboxes, live chat, SMS, WhatsApp, Instagram and Messenger, one basic SLA policy and basic workflows. Plus adds advanced workflows, two advanced SLA policies, a secure customer portal, unlimited AI Drafts, round-robin routing and Salesforce, Jira and HubSpot integrations. Pro adds unlimited workflows and SLA policies, SSO/SAML, HIPAA compliance and up to 50 light users.

AI: AI Answers costs $0.75 per resolution and is charged only when the AI resolves a question without handing it to a person. New accounts get 3 months of free, unlimited AI Answers resolutions.

Strengths: the gentlest learning curve in this list, a free plan that a real small team can run on, and an AI price you only pay when it works.

Limits: reporting, routing and admin controls are lighter than in Zendesk or Freshdesk, round-robin assignment needs Plus, and there is no built-in phone support.

Freshdesk: Best for Classic Ticketing on a Budget

Who it is for: small teams that want a "real" ticketing system, with SLAs, ticket statuses and a customer portal, at a low starting price.

Freshdesk, from Freshworks, turns emails, chats and other messages into tickets with priorities, statuses and SLA timers. It includes a customer portal and knowledge base on every paid plan, and the Freddy AI Agent is included on every plan with the first 500 sessions.

Pricing: Growth is $19, Pro $55 and Enterprise $89 per agent/month billed annually; monthly billing costs more. There is no permanent free plan on the pricing page, but there is a 14-day trial that gives you Enterprise features. Additional AI Agent sessions cost $49 per 100, and Freddy AI Copilot is $29 per agent/month on Pro and Enterprise. Occasional helpers can be added with day passes ($2 on Growth, $7 on Pro, $12 on Enterprise).

What each plan adds: Growth covers ticketing, a shared inbox, customer portal, knowledge base, the Freddy AI Agent and basic analytics. Pro adds a multilingual help desk, custom dashboards, intelligent routing, multiple SLA policies and external collaborators. Enterprise adds Freddy AI Insights, skill-based routing, a sandbox, audit logs and IP whitelisting.

Strengths: a lot of structure for $19, a knowledge base and portal from the first plan, and an AI agent allowance that does not cost extra until you pass 500 sessions.

Limits: the jump from Growth to Pro is large ($19 to $55), multiple SLA policies and custom dashboards need Pro, and the interface has more settings than a 2-person team will use.

Zoho Desk: Best Value and Best Free Plan for Tiny Teams

Who it is for: cost-conscious small businesses, and companies that already use Zoho CRM or other Zoho apps.

Zoho Desk has the lowest paid entry price here and a free plan for 3 users. It is also the most granular: four paid tiers, each adding a clear set of features.

Pricing (USD per agent/month): Express $7 billed annually ($9 monthly), Standard $14 ($20 monthly), Professional $23 ($35 monthly) and Enterprise $40 ($50 monthly). The Free plan includes 3 user licenses. Paid plans come with a 15-day free trial and no credit card.

What each plan adds: Express covers email, social media, web forms, AI agents (bring your own key or use Zoho's model), workflows, a custom domain, multi-level escalations and contact management. Standard adds business messaging (a live chat widget for logged-in customers), instant messaging, an answer bot, a community forum, a knowledge base, the ASAP self-service widget, customer happiness ratings and custom reports. Professional adds telephony, Zia AI, Blueprints (guided processes), multiple departments, round-robin assignment, multilingual help center, parent-child tickets and webhooks. Enterprise adds live chat through Zoho SalesIQ, guided conversations, skill-based assignment, multi-level IVR, multi-brand help centers, custom modules and a sandbox.

Strengths: very low cost per agent, real features at every tier, and tight links to the rest of Zoho.

Limits: the knowledge base starts on Standard, not Express, and the interface takes longer to learn than Help Scout's. Monthly billing is noticeably more expensive than annual.

Zendesk: Best for Small Businesses Planning to Scale

Who it is for: small companies that expect to grow into a large support team with many channels, and want a platform they will not outgrow.

Zendesk is one of the best-known help desks, with a large marketplace of apps and integrations. The cheapest plan (Support Team) is email ticketing only; the Suite plans add messaging, live chat, a knowledge base, telephony and AI agents in one workspace.

Pricing (per agent/month): Support Team $19 annual ($25 monthly), Suite Team $55 annual ($69 monthly), Suite Professional $115 annual ($149 monthly). Suite Enterprise + Copilot is custom priced. There is a 14-day trial.

AI: every plan includes automated resolutions: 5 per agent per month on Support Team and Suite Team, 10 per agent per month on Suite Professional. Extra resolutions cost $1.50 each on a commitment or $2.00 pay-as-you-go.

What each plan adds: Support Team covers email, ticketing, routing, prebuilt dashboards, pre-written responses, automations and triggers. Suite Team adds AI agents for messaging, email and voice, a knowledge base, Action Builder, omnichannel routing, messaging and live chat and telephony. Suite Professional adds Admin Copilot, App Builder, writing tools, quick reports, skills-based routing and an IVR phone tree.

Strengths: the widest channel coverage and ecosystem, strong automation, and a clear upgrade path.

Limits: for a small team, the useful package (Suite Team) starts at $55 per agent/month, three times the entry price of Freshdesk or HelpDesk. Configuration takes more time than with Help Scout, and AI resolutions beyond the included allowance add up.

HelpDesk: Best for LiveChat Users and Simple Ticketing

Who it is for: small businesses that already use LiveChat, and teams that want a clean, ticket-first tool with chat, Messenger and SMS on the entry plan.

HelpDesk is made by Text, Inc., the company behind LiveChat, and is part of its Text platform. It keeps things simple: a multichannel inbox, ticket assignment, canned responses and rules, plus an AI agent and reply suggestions.

Pricing (per user/month): Essential $19 annual ($25 monthly), Growth $79 annual ($99 monthly), Enterprise custom. Every plan has a 14-day free trial.

AI allowances: Essential includes 1 AI agent and 10 AI resolutions per month (120 per year), plus 5 reply suggestions and 5 AI text edits per user per month. Growth includes 10 AI agents, 200 AI resolutions per month (2,400 per year), 50 reply suggestions and 100 AI text edits per user per month, plus ticket summaries and tag suggestions. Extra AI resolutions are sold in a 50-pack for $49.50.

What each plan adds: Essential covers ticketing, the inbox, automated assignment, canned responses, 3 ticketing rules, email, chat, Messenger and SMS channels and a Shopify integration. Growth adds 20 custom fields, 10 ticketing rules, up to 10 teams, chat supervision, performance reports and 30 proactive campaigns. Enterprise adds custom workflows, multiple brands, a dedicated account manager, SOC 2 Type 2, HIPAA compliance, SSO and a white-label widget.

Strengths: chat, Messenger and SMS on the $19 plan, a natural fit with LiveChat, and an easy interface.

Limits: the gap between Essential ($19) and Growth ($79) is steep, Essential allows only 3 ticketing rules, and the 10 AI resolutions a month on Essential are a taster rather than a working allowance.

Helply (Formerly Groove): Best for Paying for AI Instead of Seats

Who it is for: small B2B and B2C teams that want unlimited users and expect AI to handle a large share of their queue.

Groove was a long-running shared-inbox help desk for small businesses. Its website now redirects to Helply, which the same team describes as an AI-native support platform rebuilt around AI agents. Groove's help center says existing Groove accounts keep their data, pricing and workflows, and that classic Groove will keep running, but the Groove website and pricing page now send visitors to Helply. Helply includes inbox and ticketing, messaging and chat, a knowledge base, analytics, workflows and channels such as email, chat widget, Slack, Microsoft Teams, WhatsApp and phone/SMS.

Pricing: Helply has no per-user fees. You buy a monthly credit block, starting at $49/month for 500 credits; Helply's own estimator prices a 7,000-credit block at $399/month. A simple action (summarize, draft a reply) costs 1 credit, a lookup across one or two systems 4 credits, and a multi-system investigation 12 credits. Helply estimates about 7 credits per B2B conversation and about 4 per B2C conversation. Annual billing is 15% off, unused monthly credits roll over for one month, and you can set a spending cap. The trial lasts 14 days with 1,000 credits and no card.

Strengths: unlimited users even at $49/month, a spending cap that defaults to your block price, and no charge for failed actions, rejected drafts or setup work.

Limits: cost depends on how much AI you use, which is harder to forecast than a seat price. Helply is a new product, so it has a shorter track record than the rest of this list, and the review history for classic Groove does not carry over.

Jira Service Management: Best for Teams Already on Jira

Who it is for: small companies where support and engineering share Atlassian tools, and teams that also handle internal IT requests.

Jira Service Management (JSM) is Atlassian's service desk. It is now sold as part of Atlassian's Service Collection, alongside Customer Service Management and Assets. It is closer to an IT service management tool than a classic customer help desk, but support tickets that turn into bugs can be linked straight to Jira work items.

Pricing: the Free plan covers 3 agents. On monthly billing, Atlassian lists Standard at $21.50 and Premium at $55.28 per agent/month; per-agent prices change with team size, and annual billing saves up to 17%. Enterprise is custom priced and starts at 201 users. Standard and Premium have a 14-day free trial.

What you get: the Free plan includes service management templates, alerts and on-call schedules, a customer portal, email and chat channels (including Slack and Microsoft Teams), customizable forms, workflows and queues, AI-driven reporting, an embedded knowledge base and 1,250 automation steps per month. Standard adds Rovo AI agents, search and chat, asset and configuration management, a custom-branded help center and 3,000 automation steps per user per month.

Strengths: a genuinely usable free plan for 3 agents, the best link between support and engineering here, and IT features (assets, on-call, incidents) that other tools lack.

Limits: the customer experience feels more like a service portal than a friendly inbox, and setup is more technical than the other tools. For a support team that only answers customers, it is usually more tool than you need.

What a 5-agent team pays

Using annual list prices where available, a 5-agent team would pay roughly:

  • Zoho Desk Express: 5 x $7 = $35 per month.
  • Freshdesk Growth: 5 x $19 = $95 per month.
  • Zendesk Support Team: 5 x $19 = $95 per month (email only); Suite Team is 5 x $55 = $275.
  • HelpDesk Essential: 5 x $19 = $95 per month.
  • Help Scout: $0 on the Free plan, or 5 x $25 = $125 per month on Standard billed annually, or 5 x $30 = $150 on monthly billing.
  • Helply: from $49 per month regardless of team size, plus more credits as AI usage grows.

AI usage, add-ons and channels like phone sit on top of these numbers, so treat them as a floor.

How to Choose by Scenario

You are a 1 to 5 person team answering mostly email. Start on Help Scout Free. Move to Standard when you need a second inbox or live chat.

You want structured tickets, SLAs and a customer portal. Freshdesk Growth gives you that at $19 per agent/month (annual), with an AI agent allowance included.

You need the lowest possible cost. Zoho Desk Free (3 users) or Express at $7 per agent/month (annual). Budget for Standard if you need a knowledge base.

You expect to have 20+ agents and many channels within two years. Zendesk Suite Team. It costs more today but avoids a migration later.

You already use LiveChat. HelpDesk is made by the same company and fits alongside it.

You want AI to answer most questions and do not want to pay per seat. Helply, with a spending cap set to your budget.

Your support team files bugs for engineers every day. Jira Service Management, especially if you already pay for Jira.

Setting Up and Switching

Most small teams can be live on any of these tools in a day: connect or forward your support address, invite agents, add a few saved replies and a chat widget. The work that takes longer is the knowledge base. Write the 10 to 20 answers you send most often before you switch on any AI agent, because every AI agent in this list answers from your help content.

If you are moving from another help desk, export your contacts and past conversations first, and check which history your new tool can import. Rebuild automations by hand rather than trying to copy them one to one, since each tool names triggers, rules and workflows differently. Run old and new systems side by side for a week so no customer reply is lost.

Bottom Line

For most small businesses, Help Scout is the best help desk: it is free for up to 5 users, easy to learn, and its AI only costs money when it resolves a question. Freshdesk is the better choice if you want structured ticketing and SLAs at $19 per agent/month, and Zoho Desk is the cheapest serious option. Choose Zendesk if you are planning for a large support team, HelpDesk if you use LiveChat, Helply if you want unlimited users and AI-first pricing, and Jira Service Management if your support team works hand in hand with engineering.
